Traffic Signal Expert, Daren Marceau, will instruct a 3 day seminar covering the following (tentative) topics:
Day 1 - Review of traffic signal operational and traffic engineering concepts, plus reading and understanding traffic signal plans and timing sheets from traffic agencies.
Day 2 - Advanced crash reconstruction at traffic signals: special topics to include pedestrians, detection, timing, and preemption (railroad and emergency vehicle).
Day 3 - Traffic Control Device Failures: Crash Investigation and Reconstruction. Including the governing standards, the issues with design, construction, and maintenance, and the resultant typical crashes that occur.

Crush Energy Analysis Course
Crush Energy Analysis adds a whole new dimension to standard advanced accident investigation. Crush analysis uses the known strength of vehicle materials and components in evaluating damage. Prior to devoting time to his advanced studies, Mr. Muttart was a police officer in Groton, CT. for several years. Mr. Muttart will help each student, regardless of their technical background or experience, gain new and fresh insight into the often complicated and confusing arena of Human Factors as it relates to collision investigation and causation. Each student will receive a large 3-ring binder filled with reference material they will benefit from throughout their investigator/reconstructionist career.

Instructor Bio:
Donald J. Felicella’s curriculum vita includes the professional knowledge of a former law enforcement officer with over 13 years of experience specializing in crash investigations. He has rendered expert opinions in cases concerning collision causation, avoidability, occupant restraint usage, and occupant kinematics. He is accredited by the Accreditation Commission for Traffic Accident Reconstruction (ACTAR) as a Traffic Accident Reconstructionist. He also has instructed in the field of crash investigation to both law enforcement personnel and private sectors.
Mr. Felicella has developed specialized expertise in performing complete forensic analysis of seat belt systems and occupant kinematics during vehicle crash events. His expertise led to his authorship of the best-selling textbook, Forensic Analysis of Seat Belts, 2003, Kinetic Energy Press, ISBN 0-9716634-5-9. As a seat belt expert, Mr. Felicella has conducted training seminars at numerous national conferences in Florida, Nevada, Pennsylvania, and Minnesota.

Instructor Bio:
Daren Marceau is a former police officer with the City of Raleigh Police Department in Raleigh, North Carolina. His law enforcement experience included detailed investigation of traffic collisions.
Mr. Marceau’s formal education includes bachelors and master’s degrees in Civil Engineering from North Carolina State University. He has managed an engineering practice since 1995 with two focuses: designing traffic signals for state and local public agencies, and forensic reconstruction of accident cases involving traffic signal issues. As a licensed Professional Engineer in several states, Mr. Marceau is often retained to reconstruct accidents and testify as an expert in various courts.
His notable expertise in traffic signal issues led Mr. Marceau to authorship of the best-selling textbook, Accident Reconstruction at Traffic Signal Intersections, 2006, Kinetic Energy Press. Since his book was published, Mr. Marceau has been in great demand as a seminar instructor, conducting workshops and conferences in the southeast United States, New York, and Nevada.

Lenny Simpson, Jr.
Lenny Simpson, Jr., is a 1970 graduate from Saint Vincent College in Latrobe, PA, with additional college training in automotive technology and computer sciences. A 33-year veteran of a large metropolitan law-enforcement agency, he spent over 18 years as the senior investigator in the collision reconstruction field.
Lenny received his crash-investigation and -reconstruction training from the Traffic Institute, Northwestern University; Institute of Police Technology and Management, University of North Florida; Texas A&M, Engineering Extension; Montgomery College and Anne Arundel Community College.
As a collision-reconstruction consultant, Lenny has been recognized as an expert in both federal and state judicial systems. Additionally, he has taught all levels of crash investigation, motorcycle collision investigation, Crush energy analysis, pedestrian accident investigation, vehicle dynamics and occupant kinematics, and various other fields in collision investigation and reconstruction in locations throughout the country.
Gregory Russell
Gregory Russell earned his Bachelor of Science degree from the University of Baltimore in Criminal Justice and his master's degree in Legal and Ethical Studies from the same institution. He served for nearly 20 years as a police officer in the US Military and Maryland police departments.
Over 17 years, Greg completed more than 1,000 hours in continuing education in the areas of accident reconstruction and traffic issues. Since 1998, he has both developed and taught courses in accident investigation. He has designed and published acclaimed accident investigation software and a seminal book in the field.

- $450.00 per person if paid 60 days of more in advanced for non-members of WATAI or FARO.

2006 WATAI Fall Conference

Join us for a special training opportunity at our 2006 Fall Conference. On October 11th we will conduct at least two staged crashes. The primary purpose of those crashes will be to create “real-world” scenarios for conference attendees to see first-hand the latest and greatest tools in collision investigation, reconstruction and analysis. Several vendors from across North America will be on hand to employ their wares in actual case studies as well as providing hands-on exposure to current and potential customers. On October 12th and 13th we will have presentations from the various vendors. 8am for social hour followed by 9am start time for the crash testing and indoor conference.

Topics:
In a temporary departure from past practice,
there will be a fee to attend the 2005 WATAI Fall Conference.
Current WATAI and FARO members whose payment is received
by the WATAI Treasurer on or before September 15th will
be able to attend the conference for $60. WATAI and FARO
members whose registration fees are received after September
15th must pay $90. Early registration for non-members is
$100 and late registration is $130. Please note the registration
fee includes a catered lunch both days of the conference.
WATAI has acquired a group rate at a local
hotel for those Fall Conference attendees from out of town
who are interested.
To get this rate you must call the hotel directly
Monday through Friday 8am - 5PM.
The sessions will provide some good foundational
information for the beginning crash investigator, along
with being a good review for the seasoned reconstructionist.
Greg will be presenting
the ins and outs and the theories behind his accident reconstruction
Excel spreadsheets that he has developed. Theses spreadsheets
include: Acceleration Timer, Centroid of damage and energy,
Crush force balance, Momentum, Crush Measurement, Closing
Speed and Triangle to XY conversion.

trained in their field of specialty. This training will
be as an extension of the earlier bus testing conducted
by WATAI in 1985.
On Wednesday afternoon and Thursday morning
several different coaches will be tested for acceleration
and deceleration capabilities. Testing will include several
different coaches: a 35 and 40-foot Gillig bus, a 60-foot
articulated New Flyer, a 40-foot “low-profile”
coach, and a 60-foot articulated “low-profile”
coach. In addition, Metro Transit is allowing conference
attendees to view a bus undercarriage while hoisted in the
air with an employee speaker providing an overview of the
components.
Conference attendees will have an opportunity
to participate in the field testing and, if desired, ride
on-board the coaches as passengers while tests are being
conducted. Tentative classroom topics include coach braking
systems, operator training requirements, and bus maintenance
practices.
