Mr. O'Neill is a licensed Professional
Engineer, experienced in the traffic/transportation engineering field.
In this arena he has conducted traffic studies; analyzed traffic flows
and roadway requirements; and designed roadways and traffic signals.
He has also designed commercial sites and is well versed in municipal
and State permitting for all aspects of site and roadway development.
He currently serves as a traffic engineering consultant to the Town
of Manchester, CT.
He is an ACTAR Accredited Traffic Accident Reconstructionist, providing
accident evidence collection assistance to the Manchester Police Department
and accident reconstruction services to private sector clients. He has
provided expert witness testimony in Connecticut and Federal Courts.
Mr. Vliet's accident reconstruction training, teaching and experience
has led to the successful reconstruction of numerous accident cases.
He has testified as an expert witness in accident reconstruction cases
before courts in Connecticut and New Jersey. He currently serves as
a traffic engineering consultant to the Town of Manchester, CT.
