Chuck
Pembleton, NAPAR's current President and Administrator, announced at the
annual meeting that he would not be seeking or accepting nominations for
re-election. The announcement came at the beginning of the nomination
portion of the business meeting. He has been the President for the past
8 years, bring NAPARS into the 21st Century in grand style. He is one
of the original founding members of NAPARS and has served as President,
Secretary and Board Member. Since making this announcement to the membership,
many emails, phone calls and letters have been received thanking him for
his many years of dedication and service to growth and professionalism
of NAPARS and its members.
A Summary of NAPARS
NAPARS was officially formed and began organizational
meetings in 1984. They filed incorporation papers in August 1985. At that
time the total members (all founding members at this point) was 17. Some
of those members, who are still members included,
Charles Pembleton (Prince George's County (MD) police officer (who became
the first Secretary)
Victor Craig, (Private consultant)
Wendell Cover, MD State Police
Al Liebno, MD State Police
Greg Manning, MD State Police
Bob Squire, Anne Arundel County (MD) Police
Steve Chewning, retired VA police officer/private consultant from Richmond,
VA
James Kirk, private consultant
Al Cipriani, private consultant.
There were many others who participated in the formation of NAPARS who
are no longer active members.
By 1987 NAPARs membership was up to 37 and had already conducted two separate
skid/crash testing events.
From 1985 until 1989 the organization produced their own bimonthly newsletter.
In 1989 they provided the financial support to get the Accident Reconstruction
Journal off the ground and used that publication to post the "NAPARS
News" and any testing results.
By 1989 membership had grown to 213.
In 1990 membership was up to 412, including 43 states and 4 countries
outside the US.
In 1994 membership surpassed 1000.
At the beginning 1995 membership increased to 1109, and by the end of
1995 it was 1250.
At the turn of the century, NAPARs membership totaled 1189 and have maintained
membership levels between 1150 and 1200 ever since.
From 1985 to 1994 NAPARs conducted their own skid and crash testing and
in 1995 participated in their first Joint Conference with NATARI, NJAARS
and MATAI, which was held in Atlantic City, NJ.
NAPARs has participated in other joint conferences all over the country,
including WREX2000 in Texas.
They were also a founding/organizing members/sponsors of the Governing
Board of Directors with ACTAR in 1990.
In 1998 Chuck Pembleton began building the NAPARs Website and over the
next several years went from just a few very simple text pages and a few
links, to a multi-page, multifunctional, and very interactive website
and in the process incorporated an automated membership section to post
and update or membership roster information and performs annual dues renewals
via the website. This website also incorporated a secure online voting
process that allows all their members to participate directly on such
issues as bylaws amendments, voting for officers and posting to an online
member bulletin board.
Chuck Pembleton was the president for one two year term from 1988 to 1990.
He was then re-elected president in 1995 and was president from 1996 to
2004. In between and before these years Chuck served as National Secretary
and sat on the Board of Directors, and from 1990 to 1996 he was the ACTAR
Representative for NAPARS and participated in the formation of the accreditation
process.
NAPARS currently has members from all 50 states, the District of Columbia,
the Virgin Islands, Puerto Rico, and 10 different countries, including
our neighbors in Canada, New Zealand, Australia, Singapore, Cyprus, England,
Italy, Brazil, South Africa and Jordan.
NAPARs officers and board members have come from all over the country
including, Maryland, Pennsylvania, New Hampshire, New Jersey, Massachusetts,
Michigan, Ohio, California, Texas, Virginia,
Everyone at the ARC Network would like to thank Chuck for his dedication
and hard work that went into the creation and longevity of NAPARs. We
wish him the best of luck.

also an ARC Network member, as the newest President of NAPARs.
