Founded in 1983 by
Stephen B. Chewning we are located at 3827 Gaskins Road in
Richmond, Virginia. The company consists of six ACTAR certified Reconstructionists
with a cumulative total of 100 years experience, two case managers, computer
aided design and forensic mapping specialists, technical information specialists,
and two secretaries. Reconstructionists are qualified as expert witnesses
in many Federal courts and circuit courts throughout the country.
We provide full reconstruction
service in the United States, its possessions and protectorates, enjoying
an excellent reputation for immediate response utilizing the highest technology
and fully trained personnel.
Our robotic total
stations are 'state of the art' in scene data collection, as one person
collects data on distance, angles, and elevations with the highest degree
of accuracy. Utilizing the latest computer technology and time proven
methods we are able to determine speed, impact location and angle, time
and distance, sight distance and component analysis. As of May 2000 we
have the ability to download accident speed data from many GM automobiles.
We have extensive
expertise in commercial vehicle crash investigation and Federal Motor
Carrier Safety Regulations, and employ innovative technology including
precision measuring and survey systems, reverse projection forensic photogrammetry,
and computer assisted reconstruction. Our unique portable dual circuit
air brake test device is an "in house" innovation that allows us to test
trucks with DOT recommended air pressure when the vehicle source system
is inoperative or unavailable.
TSC personnel teach
accident reconstruction in police academies and colleges, conduct training
seminars tailored to the clients' needs in fleet safety, Federal Motor
Carrier Regulations, Commercial Vehicle Safety Regulations as well as
write timely articles on issues involving traffic crashes and reconstruction.
